Gavin Newsom and California Democrats passed a slew of new laws that go into effect in 2026. New California laws, including bans on declawing cats, plastic grocery bags, anti-discrimination protections for students and cheaper insulin, take effect on Jan. 1. The measures survived months of negotiations in the state Legislature and scrutiny from Gov. Gavin Newsom, who has shown a willingness to veto bills he opposes, were supported by animal welfare advocates and business and labor interests. The law bans veterinarians from declawting cats except when medically necessary, and could result in the suspension or revocation of any veterinarian's license. SB 40 limits health insurance co-pays and deductibles for all types of insulin to $35 a month. A new law limits when law enforcement officers can wear face coverings while on duty, making it a crime for officers to conceal their identities with masks. The Phone-Free Schools Act requires school boards to adopt policies limiting student smartphone use during school day.
