Allegations of favoritism and kickbacks at Oakland airport sparked investigation

Workers accused OAK managers of running an unfair system. Port leaders say they’ve investigated and made changes. Allegations of favoritism and kickbacks at Oakland airport sparked an investigation into allegations of excessive paychecks for janitors at the airport, inflated by overtime. The union representing custodians claimed that managers were manipulating the process to allocate lucrative overtime shifts to favored workers. The allegations were refuted by SEIU 1021, who claimed that the favored workers paid kickbacks to managers for more overtime. This comes at a difficult time for OAK, which experienced the steepest decline in passenger traffic of any major U.S. airport last year. The airport is projecting that this year's $209 million in operating revenue won't be enough to cover expenses, resulting in a $47 million deficit. The investigation found that inconsistent practices by managers in the overtime distribution process created inequitable treatment of custodians and that favoritism played a role in some overtime shifts. The highest overtime earner worked 74 hours a week, on average, timecards show.
